Chief Murphy J. Paul, Jr. (ret.) is a leader with 33-plus years of experience in organizational leadership and public safety, recognized for implementing innovative, evidence-based strategies and transformational change. He retired as a Deputy Superintendent with the Louisiana State Police and served six years as Chief of Police of the Baton Rouge Police Department.


 Chief Paul’s background includes leading complex organizations; implementing strategic reforms; fostering community engagement; and promoting internal accountability. He has provided specialized training, consulting, keynote speaking, organizational assessments, strategic planning, organizational justice, change management, and coaching services.


He led the construction and implementation of the Baton Rouge Real-Time Crime Center and the Connect Blue Community Camera Share Program, and expanded public-facing crime-trend dashboards. He has overseen divisions including Criminal Investigations, Internal Affairs, Support Services, and Training, and has implemented policies reflecting best practices in use of force, officer wellness, recruitment, and retention.


Chief Paul holds a bachelor’s degree in criminal justice from Loyola University. He is a graduate of the FBI National Academy and the FBI National Executive Institute. He has served on boards including the IACP Board of Directors and the Regional Counterdrug Training Academy. His commendations include NOBLE’s “Attorney General Eric Holder Leadership Award” and the NAACP Louisiana “Man of the Year.
